I don't pretend to know the issues in Brighton, and you could well be right, but I suspect that any seats that have a marginal majority at the moment are more likely to lose to UKIP.

I was born In Brighton. The city has been reliant on tourism since the dawning of time. What was one of the first things they tried to do ?

The tourism tax seems like a sound idea to me, so long as it's within reason. A city whose primary source of revenue is from tourism must look to benefiting as best it can from the fact.
As far as the binmen's strike goes, from what I see of the report, they do seem to have a case of a Fair Day's Pay For A Fair Day's Pay.
If the tax has provided additional income for the city, then the failing seems to me, from what I can interpret here, in the lack of budgeting being allocated to pay its utility workers.
This, of course though, is just one issue & the success or failure of any Council should not be measured as such against it. One should look at the overall picture & analyse it's income balanced against its expenses. With ever increasing Central Government Austerity Cuts, Councils have to turn more & more to making cuts of their own, just to survive.
Note that this is neither a sleight nor support for the politics in effect here, but an observation on Councils of all political controls around the country. A Council Budget is no different to that of a Household Budget. It has to live within its means.
