Are you suggesting we ignore the first paragraph, which provides the context for paragraph two? It accepts the terms offered - the "provisions" - of the Potsdam declaration, and within that context it orders an unconditional surrender of all Japanese belligerents.

General Douglas MacArthur decided, with President Truman's concurrence, not to place Emporer Hirohito on trial. He was seen by the victors as a much needed leader and symbol for the new, peaceful and democratic Japan to arise from the ashes of WW II. The U.S. was entering a new Cold War era and needed a militarily purged, newly reborn Japan as any ally with Hirohito as its unifying symbol.

I never had the impression GWB made decisions during his White House tenure as President, the feel was far more that he was told what was going to happen and what to say. His dad, as President, at least had a significant voice in his own Administration's direction.
