Refugee camp bombing

At least 28 people are reported to have been killed in an air strike on a refugee camp in rebel-held northern Syria.

This cannot be an error, a tented camp ?
I thought I knew more than this until I opened my mouth

I would hope not, but when they can target single persons apparently, a large tented settlement in open countryside seems a rather large error.

In the world of modern conflicts it is just as likely to be a propaganda strike blaming the other side.

It's a terrible situation regardless of how the camps are configured, does anyone here have a solution? I sure don't.
