It's easy to criticise in hindsight. If prior to 911 if someone had come to you and said there was going to be a terrorist attack involving two planes flying in to buildings in New York would you have believed them? Especially given there are so many easier ways to organise terrorist attacks.
If it had been made as a film in 2000 most would, I suspect, have thought the plot ridiculous. Also the US has very little experience of dealing with terrorists unlike most of europe where it has been a problem for years so it's hardly surprising terrorist threats were not taken seriously by those in power.
