Carla does make a good point and poses and interesting question.
I think the answer is that we send them and it is our fault. Those who educate themselves on the issues and vote for the best choice available have little effect. Sadly most of those who vote go on name recognition, looks, silly campaign ads or party affiliation, using little if any real information about the candidate.
We have become more interested in constituant services than in wisdom in lawmaking tending to choose candidates based on their ability to bring home the bacon. The candidate who can bring home the bacon is typically a salesman rather than a statesman.
The other thing that fouls the process is the need for a candidate to be able to make great speaches and look good on TV. Without the electronic media we would be reading the content of their statements and examining their reputation.
Lately the need to pile garbage on opposing candidates has destroyed the process. I don't know if there is a way out. Once it started the only way for a candidtate to survive the process is to be sure the other looks equally evil, leaving the voter with a choice between two evils. All the candidates are, without options, caught up in the practice of both major political parties.
The funding of campaigns is complicit as well. No elected official above the local level assumes office without debts to pay. Wisdom and good law be damned, those who paid to get you there get their's first.

BTW, Monica Lewinsky was not 19 at the time she was "doing" Clinton under the desk, she was 22.
