We can measure down to subatomic actually, just we cant determine the exact position and velocity of particles such as electrons due to the uncertaintly principal. Yes it does appear that some aspect of time is perception based, however, we all share exactly the same perception for some reason as does all the matter on earth. We can make general assumptions about time, but they are conventions and until or if we ever work out what the nature of time is then thats what they will remain. But they are highly useful assumptions though.

I like to think of it as nothing more than life...We all base time on a simple rotation of the earth, but that acts only as common ground so that we all can work together as a society, which brings me to my philosophy, that in order for time as we no it now to exist, the entire universe would have to be moving, but because I believe that there is no end to the universe, I believe there is no end to "time", thus making our own perception based on experiences nothing more than life as we know it. This would have to mean that no one would ever know the true meaning of time unless they lived forever. (My philosophy)

The cheaper the better, more alcohol in cheap aftershave than expensive stuff, of course being a chemist you could aways try and work out a homemade way of converting the methanol in white spirits (cheap) into ethanol (pure, lab grade alcohol to those with chemistry degrees), then put a couple of drops in your pint, you'd be well sauced, of course if you didn't do it right or but more than a very small amount of pure alcohol in (which is of course highly toixic as you know) you would be dead, so better stick to the Jacobs creek.
