You'd need a free account on a php-enabled webserver. I used www.portland.co.uk for years, they're fine.

You could, if you felt brave, install php and apache on your own computer and browse to http://localhost to get the same effect. That saves you interminable ftp uploads while you're testing out your ideas. You do need a bit more than minimal computer power to do that, I'd hesitate to install it on an XP machine with less than both 800MHz and 256MB. I have, but on another computer I won't have access to for 3 days :)
