Caretaker charged in death of brutalized toddler

The caretaker of a 20-month-old boy whose brutalized body was discovered under shocking conditions in north Houston was charged Thursday with the child's death.
Theresa Ann Blount, 36, is charged with capital murder and is being held without bond for the death of James Dalton Powell, court records show. An autopsy was done on the child's remains Thursday, but the cause of death was not released by the Harris County Medical Examiner's Office. ADVERTISEMENT
A criminal complaint, however, accuses Blount of intentionally and knowingly causing the child's death by striking his head with an unknown object or causing his head to strike an unknown object.
James' severe injuries -- which spanned from head to toe, witnesses said -- were discovered around 3 p.m. Wednesday when Blount, screaming for help, carried his limp body into the street from her home in the 11600 block of Courtshire near Little York, Houston homicide investigators said. He was dead before police and paramedics arrived.
Blount had been watching the boy for several hours before police were called, investigators said. She had picked the child up earlier that day in Livingston, where his biological mother lives, and drove him to Houston, said Houston Police Department homicide investigator Tony Huynh.
James had suffered significant abuse to his entire body, including bruised lumps from head to toe, bite marks and lash marks on his legs, according to police and neighbors who called for help. One of the child's eyes was bulging from his head, and his face was bloated, according to one neighbor who saw the body.
The little boy also had long strands of hair or fibers twisted tightly around his penis, and his testicles were purple, said Maria Melchor, another neighbor who held the dead child's body.
Blount said she did not hurt the child when she was questioned by police. She said she was in the kitchen when she heard a thump in the bathtub and found the child unresponsive, , investigators said.
Police said they were still trying to determine Thursday where the toddler lived and who was primarily responsible for caring for him. The child's biological mother in Livingston is being questioned by police and is cooperating, Huynh said.
Blount's common-law husband, who arrived home after the child's condition was discovered, appeared shocked at the police investigation unfolding at his residence . He was questioned by Houston police and released without charges.
He was not speaking with the media Thursday, one of his relatives said.
Blount's car remained at the neatly tended home on Courtshire Thursday. A toy car and toy fish rested on the car's rear floorboard, and a "First Years" sun protector was on the rear passenger window.
Child Protective Services had previously investigated the Powell child's living conditions at his biological mother's home in Livingston after concerns were raised in October about his supervision and whether he was eating well, said agency spokeswoman Estella Olguin. CPS also was told at that time of possible injuries the child had suffered, but caseworkers couldn't find any evidence of abuse then, Olguin said.
CPS continued face-to-face visits with the child's family until November, and the investigation was later closed, Olguin said. There were no other children living in the biological mother's home at that time, she said.
Blount is not an official foster parent approved through CPS, and child welfare workers don't know how long she had been caring for the boy, Olguin said.
Blount and her common-law husband were trying to help a child in need, said one relative, who asked not to be identified. The relative, who said he is related to Blount's husband, said the family hopes police find the person responsible for the injuries and asked that the investigation be allowed to take its course.
The Polk County Sheriff's Department is helping Houston police with the case. Anyone with information is asked to call the Houston Police Homicide Division at 713-308-3600 or 800-887-5800.

I read about the Houston tragedy/crime last week. How horrible! I can picture her too, wandering around muttering to herself, acting protective of the baby she killed/or placed into a situation where it was killed. Cussing at the cops taking it away from her as she screams "Gimme my baby! That my baby! Don't you hurt my baby!" She's obviously deranged. Lock her up in a psychiatric hospital and make abortion more available to women that can't afford it.

I definately get the anger here. No question. And if I saw this sickening scene my opinion might be different but there are legitimately crazy people out there. Funding to help alot of them has been liquidated and services for the poor are draining away rapidly. Who knows what this woman was about upstairs! But I don't place her in the same category as the guy Cloughie, or the one that killed the girl in Georgia and buried her alive. Hard to explain because both cases involve the killing of children. I just don't think executing all criminals works in a stable country. I bet LC will have me RIPPED apart by her velociraptors!!!!
