Documentation from the National Transportation Safety Board in its September, 1959, report of the crash indicates the 21 year old pilot, Roger Peterson, making the flight after 1 a.m. on Feb. 3 in darkness and gusty, snowy conditions, was not instrument rated, having failed a certification test for instrument flying the previous October

Uh case closed.
