Vehicular Whirligigs

I noticed a van that had these black whirligigs on top parked outside the house. I figured it was the broadcast license people trying to see if we had cable in the flat. Then I noticed that there were a broad range of vehicles including otherwise regular cars that have these whirligigs on top.

What is it?

Does it lool like a normal aerial with a wire coiled around the outside?

It looks like a... (why do I suddenly feel like Miss Swan? :wah: )

it's a black circle, about 2" thick, about 8" in diameter with a few large notches cut into it. No antennae but it spins. (hence whirligigs)

the van was parked outside my house but I doubt they were fans.

just curious onlookers.
