High or Happy

Last night we went to friends house. There was a man seal coating their blacktop (tarmac) on driveway. It is a large driveway and the seal coating was very interesting smelling. The man was not wearing a mask or anything. We were on the deck drinking a few beers and pissing ourselves watching him. He was skipping up and down the driveway, singing and acting very happy. At one point I did have to save him from suffacation from my friends cleavage - no seriously he was dying in there!! He did things like pick up the traffic cones and start singing 'oh mamma' into them.

It was funny too watch , specially after a few drinks. But, seriously should he have been wearing a mask. Do you think he was high, or just a naturally 'happy chappy' ?
