But IMHO .. he did have it half right.. alot of jobs filled by Mexican immigrants both legal and illegal are minimum wage jobs that most applicants turn their nose up at...

I think that expands his phrase so that it makes sense and carries accuracy, but I can't tell whether it would still be as offensive.
(In England, we still use the phrase "black economy" to refer to undeclared cash payments, but that's not the meaning in what el Presidente said. It's also probably non-PC in the USA).
