The Venetians around 1600. They were already working with glass in 1400 CE but in the 1600s they started creating beer bottles. I'm not positive about this since the Romans are credited with discovering glass, and the Egyptians for some methods but as for actually blowing it, I think it was the Venetians and the Muranese. :-3
