Sex Offenders - Registration

I just read this article, which appears to state that sex offenders don't have to register, specially in certain states. How does this system work? Surely, if the offenders are given the choice to register, then they WONT!!

Am I reading this wrong - it seems ridiculous.

Thats messed up, I have a cousin in prison he was accused of molesting one of his daughters, no dna, or physical evidence, not sure how he got convicted,not sure if guilty or innocent,however, if you are innocent or guilty I think the public needs to know if they are living near a sex offender/pedophile/crack dealer.

Just my opinion.

Yeah, whats the point if they can choose if they are on it or not.
