Skype Question

Does anyone have a problem with excess noise on Skype? It appears to be on my end, because my friend can't hear it much or sometimes at all. It's like static but it has a throbbing pitch to it if that makes any sense?

I've tried changing earphones but that doesn't make any difference. Even noise cancelling phones don;t help. Do I need to adjust a setting or something? Anyone??

the only noise problems I've had like that were from where the person placed their microphone. Too close to the speaker usually.
