Can anyone tell me what childrens book this character is from?

A great children's book.
Thanks for trying but no, that's not it.
The only clues I have is it is in reference to a painting by Jaro Hess that was entered into the Worlds Fair in 1933, so the story would have to be from 1933 or before. He drew all kinds of characters from childrens books in this painting. I think it is probably a fairy tale or perhaps a book from Czechoslovakia, which is where he was born. In his painting are references to The Wizard of Oz, Alladin, The Old Woman Who Lived In A Shoe and many more.
A local bookstore is attempting to get all the books that are referenced in this painting so I thought I would ask the smartest people on earth. . . . you guys!
