I use the Chicago Manual of Style, and it is permissible to use it. :)

I've never used it unless an item of the list itself contains "and" or "or" in which case, if the additional comma makes my meaning plain, I'll put it in. Plain meaning and lists in a sentence tend to exclude each other when the going gets tough. Those traditionalists who use it as their default are hidebound obfusticators. Those who, like me, omit it are enlightened children of the revolution who can do no wrong.

We do tell our little kidlets to use it thought as they are so confused when listing items.
