Minnesota's worst sex offenders are required to alert neighbors when they move in next door. But what if the sex offenders have no home? What if their homes are doorways, alleys and parks and the neighbors have no idea they're there?
St. Paul wants to be the first city in Minnesota to use satellite tracking to monitor Level 3 sex offenders long after they're released from custody. Police and policymakers say it would be a valuable tool to help deal with a difficult problem: keeping track of sexual predators who say they sleep on the streets.
"Remember why we have sex-offender notification in the first place. It's a public-safety issue," City Council President Kathy Lantry said. "Saying that you're homeless is a loophole in the law." [... article continues ...]

You shouldn't have a right to know someone's past unless that person tells you.
If a criminal is still a danger to society, that criminal should be behind bars.

In a perfect society it would work that way, but our prisons are so full they have to let out prisoners to make room for the new ones...........

I don't know about your side of the pond, but over here, the so-called War on Drugs has screwed up the system so badly it's ridiculous. Violent criminals are released early to make room for drug dealers, because we have mandatory sentencing for the drug dealer. Legislators have taken much of judicial power out of the judiciary, then have the nerve to complain when judges legislate from the bench. :-5

I've always thought it a good idea to wall off an area and toss the bad guys in to fend for themselves. No rules inside; guards outside to shoot any would-be escapees. Too bad the PC Patrol would whine about it.
