Well the Westcliffe Debating Group appears to have died the death, having seen no action for the past few months.

I don't know anything of the other groups shown - click on join and see what happens.

They allow you to control who can view the threads they contain and who can post to them - the administrator of the group can give or deny requests to join.

You start a new one by negotiating with Tombstone.
