An organisation is doing the wrong thing.
The first type of person makes a stand by resigning, sacrificing his own position for the good of other people.
The second type of person allows self preservation to kick in, ignores the behaviour of the organisation and stays there as though nothing is happening.

Queuing for an ATM/Cashpoint.
The first type of person will let others know in the next line that the machine is not working, not dispensing cash or is faulty in some way etc
The second type stands there watches people queue up, insert their card, type in their pin only to realise there is a problem then grin at them when they turn around and join their queue.
