It was of wooden construction, and a maze inside - it went up in minutes. If the place had been full of shoppers, I'm not sure how many would of made it out alive.
Although it was of wooden construction, there were no sprinklers or any other devices to put out a fire. Everyone must have known if it caught fire, it would be gone within seconds.
The Grandfather Clause allowed this place to continue operating outside of existing safety regulations.
