Can you receive email?
What email client are you trying to use? Outlook? Eudora? Thunderbird? Webmail?
What are your privacy settings in Internet Explorer? (Tools->Internet Options->Security)
Once these are answered, I can ask you some more specific questions.

Hmm...sounds like your smtp settings are a bit wonky.
Check with your email provider's documentation to see if you need the following:
1) authenticated smtp
2) SSL
3) custom port number
Those might sound a bit confusing, but should be clear in the documentation.
Norton snaps into Outlook; I wonder if your smtp settings were changed, deleted or cleared while this happened...

need e-mail help
I got an email from MSN saying that you cannot send email through outlook express with hotmail on new accounts unless you upgrade with them or something to that effect. Of course I have no idea what this all means, as I can only point and click, but for those more computer savvy than I, (and those that have had a hotmail account for a while) check the email they sent to you. (I got it today)
