We have had a few like this here. Eccentric we call them. When i was a little kid, there was a man who dressed up in the most Bizzare clothing with a straw boater hat very much like a British 1920's seaside postcard type of character. He also had a monocle. He stood on the side of the road every day for hours on end just saluting folk as they drove by. Due to the monocle my brother began to call him the 'German spy' and the name stuck in our family. He was there for years and one day the local papers reported his demise and yep, he was worth millions
