This report is ludicrous!
Its not the police that make the laws, they are the enforcers,
If someone gets a speeding ticket and contests it and it goes to court and are found guilty of the offence why the hell is that the police's fault.
They can't do right for wrong!

It is down to the Government who have Imposed text book Targets for police instead of actual crime prevention.
All common sense has gone out of the window with some police, who would arrest their own Grandmother to tick the boxes.
