I guess its going to be a long hard slog, Japan doesn't have a lot of arable land in proportion to its population. Its a small nation. I wonder how bad it will get. I heard that the Russians are thinking about opening the coastal waters of Kamchatka and the sea of Othotsk to Japanese fishermen for a limited time and for limited catches. A great gesture but I heard that a lot of the Japanese northern fishing fleet was in port at the time of the disaster. This news was from Vladivostok and I guess the regional government has the option to allow fishing rights for foreigners in certain areas. I hope it works out, Russia and Japan have some bad blood between them. This may help close old wounds.

I suspect it will be deeply appreciated and remembered in Japan, they notice obligations.
There are short-term resettlement needs but Japan as a nation is as wealthy as it gets, despite which they still pay more respect to the well-being of society than most countries. Any country that loses 30,000 citizens in one day has a lot to cope with. The extra fishing rights in previously contentious waters are a civilized gesture of goodwill from a cultured people.
