I think the thing about detecting intelligent life elsewhere in the galaxy is that they, the intelligent aliens, can't disguise their signature either as spectral lines or other patterned electromagnetic emissions. Whether they want to communicate or not is immaterial.

I see no connection between the first quoted paragraph and the second.
I've made no comment on whether there's life beyond our solar system. For all I can tell, some solar systems beyond ours have life around them. I've no idea either whether there are interstellar civilizations in other galaxies. For all I can tell, some other galaxies have interstellar civilizations. All I have claimed is that it's unlikely there is any interstellar civilization in this galaxy because, if there ever had been, it would have spread from one edge to the other in remarkably little time and left very obvious traces which we could see. Since we see no such evidence, my position has a demonstrable logic to it.
We are, I think, aspiring to become an interstellar civilization. If we achieve it, I infer we'll be the first in this galaxy. We may, of course, find lots of life as a result of going out looking for it, but we're more likely to find it earlier by analysing the spectra of planetary atmospheres.
The trouble with life is that for most of the history of life on this planet it's been firmly DNA based, immediately recognizably of the same lineage as ourselves but single-celled. That's just ooze. There are around a hundred genes which have been tightly conserved in all life on Earth ever since the common ancestor of every species currently in existence, from pond scum to giraffes, clung to the underside of a rock. Every aspect of life which enabled that common ancestor to survive had already evolved, and the pathway which led to it is practically all of evolution.
Since then life's just tinkered with itself. Multicellular life is a small skim on top of a colossal development. Life which can read and write is a thin film on top of the skim. And yet when people talk about finding life beyond this solar system they talk about something that can think and respond, they use words like "not alone". Will we be not alone if we turn up a Martian equivalent of bacteria? Chemically exciting, synthetically exciting, analytically exciting yes, but not something to exchange diplomatic missions with.
Now I ask you...how can there NOT be life out there?
