I've a suggestion to improve Habbo's safety, given its target audience: log all chats into a public archive. The idea that 250 monitor staff can police 250 million users is unworkable. Allowing everyone access to all the logs, with a red "investigate this" button, might drive out unsavory adult participants.

I've no idea whether it's a new suggestion. As with your previous challenge along those lines, I've not seen it before.
As for watertight, Habbo has major problems: Should you let your child play in Habbo Hotel? - Channel 4 News
