I'm unfamiliar with the term. Does it have something to do with not being poor as long as you have the plaque?

halfpennies - definition of halfpennies by the Free Online Dictionary, Thesaurus and Encyclopedia.

Not having two Ha' Pennies to rub together Is an old English saying meaning you are flat broke.

Yeah, My uncle used the same phrase, though, since we had no half Pennies, it was revised to not having two pennies to rub together.
