They thank YOU at the pump.
What does that have to do with loaning instead of paying at the pump?

MOSCOW, August 22 (RIA Novosti) - Russia paid $2 billion of the final early installment on its debt to the Paris Club of Creditor Nations Monday, the Finance Ministry said.
Russia has paid off a total of $15 billion in lieu of the former Soviet Union to members of the Paris Club. On July 15 and July 29, $13 billion of that amount was transferred in two branches to 11 countries: Australia, Britain, the Netherlands, Germany, Denmark, Italy, Canada, the United States, France, Finland and Sweden.
The remaining five Paris Club members, Austria, Belgium, Spain, Norway and Japan, were to receive the remaining $2.3 billion August 20, but the payments were made on Friday, August 19 and Monday, August 22 since the 20th fell on a Saturday.
They've come so far. Oh, so far.
I'm really impressed that they have honored their financial commitments. And, yes, you're right about them becoming the creditor in the future!
